Not for the D3000
Despite the UC-E4 being listed as the proper cable for the D3000, it is not. This is a standard A to Mini B USB cable. The receptacle on the D3000 appears to be a proprietary design.

Why?
I can't figure out why Nikon didn't include this cable. OK so they include the filters but Nikon doesn't tell you that it's 4 pin, except for the part number and the cord is not easy to find.
This turned my experience from good to frustrating especially after I applied a lot of my time choosing which brand and camera model I wanted to buy.

None of the cameras currently listed as being compatible with this cable support computer-to-camera charging, so, at least for the time being, the answer is no.While the cable itself likely does support it, the cameras that are used with it do not.
